To send back an already submitted report you have to go to Reports and the tab Sent in the Reports view in Organisation mode. Click on the three dots on the right side of the report, choose to Send back to the user.
You will now get a pop-up box asking you to write a message to the user if needed. Then choose Send, to send back the report to the user.
Please note that it’s also possible to send back the report to the user, in the same way as above, in the tabs For approval, Ready to send and Sent in the Reports view.
